Layman's Terms: Official surveys usually miss many homeless people who sleep in cars, double up, or hide. Since the official count is too low, we use these multipliers to estimate the real, hidden size: Low (0.8x) assumes a conservative estimate, Medium (1x) uses only official counts, and High (1.35x) adds 35% to represent the estimated true population.
